Customers registering an account at website https://vtcpay.vn and using e-Wallet - Payment Gateway VTC Pay need to provide full information on: Full name, Identification card/Passport/Business Registration number, email address and legal phone number.
Customers are fully responsible for the accuracy of all information registered or modified on the system of e-Wallet - Payment Gateway VTC Pay.
1.2. Types of account:
There are two (02) types of account on the system of website: https://vtcpay.vn, including:
- e-Wallet account VTC Pay for Personal (referred as "PERSONAL VTC PAY E-WALLET")
- e-Wallet account VTC Pay for Business (referred as "BUSINESS VTC PAY E-WALLET")
1.3. Opening an e-Wallet account VTC Pay:
In order to register an e-Wallet account VTC Pay, customers need to have a normally operated email address, then access website of e-Wallet - Payment Gateway VTC Pay at: https://vtcpay.vn, select “Register E-wallet VTC Pay” and fill in all required information, and follow steps as instructed by VTC Pay. After completing account registration, customers will have an account on the system of e-Wallet - Payment Gateway VTC Pay and the account can be immediately used.
Customers could deposit into e-Wallet account VTC Pay by logging in their accounts at website https://vtcpay.vn, select “Deposit into e-Wallet” at tab “e-Wallet” in order to perform deposit transaction under instructions of e-Wallet - Payment Gateway VTC Pay.
Customers could deposit into e-Wallet account VTC Pay under the following forms:
- Online Payment via inland ATM Card, Bank Account
- Online Payment via International Cards (Visa card, Master card)
- Transfer at ATM, Bank Teller and Internet Banking
- Online via Mobile Phone Cards (Viettel, Vinaphone, Mobiphone, Vietnamobile) and Vcoin Card
- Cash in VTC's offices or Kiosk
- Cash in Vietnam Post

2.2Notes on deposit into e-Wallet VTC Pay via international cards:
Transactions that customers require chargeback will be refunded into Card account used for payments/deposit.
Money deposited from international cards into e-Wallet can’t be withdrawn from the e-Wallet by any forms but used for payments, transfer or refund into the Card.
For deposit and transfer transactions from international cards: the maximum transaction value is 50 million/week; if customers would like to transfer >50 million/week, please kindly contact VTC Pay for private policy.
If customer’s transactions failed due to signs of risk (Customer’s Card was debited), please kindly verify the payment Card as instructions:
Scan the front of the payment Card (hide the card number, except for the last 4 digits of the Card) and 2 sides of Identification card/Passport/Driving license; and send to the email address: visa.pay@vtc.vn in order to verify the Card and continue the transaction.
If the customer would not contact within 4 days, VTC Pay will automatically refund the transaction. The customer will receive money in their account within 5 working days from the time VTC refunded.
In situations of complaints or requirement of chargeback, VTC Pay has the right to freeze the transaction in the accounts of depositor/seller/recipient within at least 30 days for processing. The solution of such complaints or requirement of chargeback would be determined by the Bank and the International Card Organization. If the customer loses, VTC Pay will revoke payments to pay the Cardholder. If the amount of money in the customer’s account is not sufficient, the customer will be responsible for paying the outstanding balance to VTC Pay.
If your account falls negative, VTC Pay has the right to offset any source of revenues into your account until the account is balanced
Note: Customers can’t withdraw money when they deposit into e-Wallet VTC Payvia international Cards (Visa/MasterCard/JCB).
2.3.Processing time:
e-Wallet - Payment Gateway VTC Pay will credit to your account in VNĐ corresponding to the amount of money deposited into your account at https://vtcpay.vn, depending on deposit methods.

2.4.Restrictions:
Customers must not deposit into their accounts (or if customers try to deposit into their accounts, such amount of money could be frozen/temporarily held by e-Wallet - Payment Gateway VTC Pay at any time) in the situations that your money deposited via e-Wallet - Payment Gateway VTC Pay has illegal origin, e.g. Money transferred from stolen international credit Cards or debit Cards, etc.
Customers have the right to transfer money from their accounts to other accounts in order to pay for bills of products/services, or transfer directly without bills (e.g. wedding money transfer or money transfer to distant-living friends/relatives, etc.)
3.2.Transfer limit:
In order to manage risks, e-Wallet - Payment Gateway VTC Pay restricts amount of money transfer of each account. The money transfer shall be 10.000 VNĐ/transaction at minimum and 10.000.000 VNĐ/transaction at maximum.
Note: Money transfer among e-Wallet VTC Pay’s accounts shall be free of charge.
4.1. Scope of money withdrawal from e-Wallet VTC Pay:
Customers could withdraw money from their accounts opened at e-Wallet - Payment Gateway VTC Pay. Such withdrawals could be performed by logging in VTC Pay account and sending request of money withdrawal as instructed by e-Wallet - Payment Gateway VTC Pay. The withdrawal’s fee shall be 5.000VND/transaction.
Note: Money withdrawals would not be accepted if your e-Wallet account VTC Pay was deposited via Paypal.
