The terms of use in the VTC account system

Welcome to VTC Account System https://id.vtc.vn by e-payment Centre, which was built and developed by VTC Intecom. To register for an account and use services on VTC Account system, please read carefully agreements on using services below:

1. General Agreement:
1.1. Definition about VTC Account System.
VTC Account system https://id.vtc.vn is the account management and billing system for VTC online system, whilst providing online payment solutions for partners’ digital services.
1.2. The currency used within VTC Account System is Vcoin, with currency exchange rate now equals 1 Vcoin= 1000 VND. VTC Account System has right to change this exchange rate and has responsibility to inform widly at https://id.vtc.vn before those changes are being applied.
1.4. You should understand and accept that VTC account system does not have sufficient functions like a bank (e.g. capital mobilization is not provided, etc) except for online payment.
1.5. you should understand and accept that you cannot ask for any interest or income from your deposit account in website https://id.vtc.vn.
1.6. You are not allowed to sell Vcoin for your profit.
1.7. You are not allowed to provide websites, emails, or any means of cheat in order to steal account information or Vcoin from others.
1.8. You are not allowed to receive Vcoin from websites, emails, cheating accounts, or any illegal Vcoin sources.
1.9. If you are noticed violating any regulations in this agreement, your account will be immediately locked without any warnings in advance.
1.10. During transaction, if any error happens, please contact 19001530 or http://hotro.vtc.vn for help.
1.11. All the activities of VTC Acount system are committed to comply with the Laws of the Socialist Republic of Vietnam.
1.12. When you register to use payment service at https://id.vtc.vn, it means you understand and accept all terms included in this agreement.
1.13. You should understand and accept that if any dispute happens, the basis for solving the conflict between you and VTC Account system is this agreement.

2. Regulations on account and information of account holder
To have the right to use our services, users should register their accounts and information about account holders.
2.1. Regulations on account ID
- Account ID should include English letters, numbers, or underscores.
- When creating an account, you should fill in all required information.
- Regulations on creating an account:
+ You must not name and create an avatar which relates to luminaries, names of Government leaders and officials.
+ You must not name and create an avatar which relates to reaction, anti-religion, porn, violence, and anti-Vietnamese fine customs.
+ You must not name and create an avatar which offends and incites others in any form.
+ You must not name and create an avatar in order to disturb or weaken prestige of services provided by Intecom company, publishers as well as members of VTC corporation.
+ You must not name and create an avatar which relates to villains (terrorists, fascists, etc)
+ You must not name your account which contains the words ‘Vcoin’, ‘Paygate’, ‘Audition’, ‘Fifa’, nominal value of Vcoin card, and names of services provided by VTC Intecom and its partners.

2.2. Account holder information
- When registering, you must give sufficient, accurate information required in the register form. From the time of upgrading VTC Account system (January 10, 1013), we will base on your real ID card to help solve disputes relating to accounts. To give accurate information is to help us protect the legitimate rights of account holders.
- Account holders must protect their accounts, passwords, emails by themselves, and note down necessary information in case problems happen (e.g. hacked accounts, etc). We are not responsible for any loss in the use of services.
-Email of account is the only one used in the system. Account holders must be responsible for their email security and use to register in the system.

2.3. Rules on activating, locking and deleting an account in system
2.3.1. Status of an account
-    Newly - open account: is an account which is opened after a customer successfully registers but has not activated it. Account holder needs to activate the account by accessing the link that the system sends through email registered.  
After activating, the new account becomes Active Account.
-    Active account: is an account which is currently operating in system, and has actions like login, payment, transactions … in VTC Account System, or other VTC systems like GO social network, games provided by VTC Online, VTC Mobile and other departments of VTC Multimedia Corporation.
-    InActive account: is the status that an account has after 3 months (9 days) without any actions in VTC Account System and other systems using VTC account in prescribed time. These actions include Login, change Account information, pay and use VTC account to access other online services.
-    ReActive Account: is the status that  an account  has after reactivating according to the rules of VTC Account System at https://id.vtc.vn
-    Unidentified account: is the status of an account when it has been already filled information by has not been activated via email.
-    Statuses of Locked account
+ Account is locked via SMS Plus: is the account status when customer actively sends message to lock his or her account.
+ Account is locked via Borrow Vcoin: is the account status when customer has not repaid all Vcoin borrowed in excess of the time limit.
+ Account is locked by other causes: account is locked by Account System Administrator due to arguments, transactions errors …
-    Purify: sort out non-existent accounts, rubbish accounts in VTC System periodically.
2.3.2. Rules:
- Temporarily locked account: is the status of locked InActive Account when it has been inactive for 3 months. “Temporarily locked account” cannot use VTC services like Game, SMS, … Account holder need reactivate the account to remove the status “temporarily locked”. There are two situations:
+ InActive account having Vcoin transaction. Time for InActive account holders reactivate account is 3 months hereafter (90 days). When InActive account is successfully reActive, the account will be removed “temporarily locked” status and back to normal operation, and holder is allowed to use services and carry on transactions in VTC Account System. If not being reactivated, the account will be closed in the System and Game services.
+ InActive account without Vcoin transaction: time for InActive account holder reactivates the account is 1 month hereafter (30 days). When InActive Account is successfully ReActive, the account will be removed “temporarily locked” status and back to normal operation and holder is allowed to use services and carry on transactions in VTC Account System. If not being reactivated, the account will be closed in the System and Game services.
-    Deleting an account: when InActive Account in Temporarily locked status is not reactivated in prescribed time announced by VTC Account System, it is immediately deleted from VTC Account System and holder cannot use any services provided by the system and its partners.
-    Periodical purifying time:  periodically, once in 3 months, VTC Account System will sort out accounts. To encourage reActive account and protect the interests of account holders (customers), VTC Account System will have special policies and incentives for InActive Accounts. 3. Rules on information on the network
3.1. Information posted on service systems may be provided by members of service community, we do not independently verify the information and are not responsible for such information. Therefore, the information is not considered recommendation or verified, we do not take any responsibility for information as such.
3.2. Links from service system of Intecom Company may lead you to websites of other partners, we are not responsible for the accuracy of information posted on these websites.
3.3. We have right to add, edit and delete any information, rules as well as the presentation, components and roles … of the system without noticing.

4. Rules of intellectual property right
4.1. All products, services provided by Intecom Company are licensed and protected copyright. Unless having agreement in writing of Intecom Company, users, in any form, are not allowed to upload, send, publish and spread any products and services.
4.2. Intecom Company has right to use free of charge ideas or content of information provided by users. Users have not right to require any amount of money (reward money, fee, royalties, or any other kinds of payment…) relating to the use of the information.

5. User license agreement
All authorized users are not allowed to do what are as stated below:
5.1. Make any security threat or attempt to access to the host system of Intecom.
5.2. Change the scores or cheat out of damage or personal benefits.
5.3. Impersonate other members (system administrators, support consultant, …. of Intecom).
5.4. Disseminate or spread information illegally, deceive, smear, dishonor, threat, rouse or any sensitive information betraying the moral standards of the society.
5.5. Send advertising information, spams or any contact details for commercial purposes (except authorized cases of Intecom stated in written documents)
5.6. Send or spread any information or software containing virus, Trojan or any threat to the system security.
5.7. Send or upload, publish, reproduce or distribute the information of products and services provided by Intecom according to the Intellectual Property rights; or make variations of such information without the written approval of the owners or authorized persons.
5.8. Send continuously nonsense sentences in chat zones in order to disturb or distract other members.
5.9. Threat or disturb other members.
5.10. Use obscene language with administrators of the system, other players and groups.
5.11. Collude, destroy, obstruct or fabricate information negatively affecting the society, the distributor or partners of the distributor in any program, event and service. The distributor and the organizing board will have punishment policies like block the account or strip the account users of their power.
5.12. Provide enough accurate personal information like name, gender, date of birth, email address, home address, ID number as well as other necessary information to identify the ownership rights of the accounts as the distributor required. VTC account systems have the rights to block the clients’ rights if enough accurate personal information is not provided within the time the accounts wait to be activated.

6. Authorities of VTC Intecom
6.1. If users are found to violate the rules stated in this agreement, we have the rights to block the access of any account without any inform in advance.
6.2. We have the rights to use the accounts’ information to send the users information about products, service or promotions via email or postal way. We can use such information to carry our survey such as inform of service change in the system, promotion programs or charity campaigns. We keep the promise “No spam”, no selling or sharing the emails of users with the third party.
6.3. We can change the clauses, policies which we think are no longer suitable in this agreement without any inform in advance, it is taken for granted that users agree with our changes.
6.4. To accounts violating the above clause, we can block the accounts or take back the rights of the users due to the seriousness of the acts.
6.5. We will only provide personal information or IP address of the users when legal agencies ask and in cases like:
- Coordinate with investigation agencies in order to find out illegal acts related to spreading information and Internet security.
- Protect the interests and properties related to service systems provided by us.
- Identify subjects of deliberate violations of information and Internet security laws.
6.6. In events organized by VTC, we have the rights to strip the awards of clients if information of the accounts does not belong to him/her or find any act of illegal trading among different accounts.

7.Return Policy
Currently, we only return Vcoin to customer in the events of error transactions.
On the other hand, we will be not returned Vcoin in the following cases:
- You make an unauthorized transaction.
- You receive Vcoin from fraud accounts or websites.

8. Privacy Policy
Information We Collect
We may obtain personal information about you from various sources, including this and other VTCid websites, mobile applications, when you call or email us or communicate with us through social media, or when you participate in events or other promotions. We also may obtain information about you from our parent, affiliate or subsidiary companies, business partners and other third parties.

We may use the information we obtain about you to:
• Register you for membership at our websites, and manage and maintain your account on the sites
• Provide products or services you request
• Respond to your questions and comments and provide customer support
• Communicate with you about our products, services, offers, events and promotions, and offer you products and services we believe may be of interest to you
• Enable you to communicate with us through our blogs, social networks and other interactive media
• Manage your participation in our events, sweepstakes and other promotions
• Operate, evaluate and improve our business and the products and services we offer
• Analyze trends and statistics regarding visitors’ use of our sites, mobile applications and social media assets, and the purchases visitors make on our sites
• Protect against and prevent fraud, unauthorized transactions, claims and other liabilities, and manage risk exposure, including by identifying potential hackers and other unauthorized users
• Enforce our Website Terms and Conditions
Moreover, We may provide personal information or IP address of the users when legal agencies ask and in cases like:
• Coordinate with investigation agencies in order to find out illegal acts related to spreading information and Internet security.
• Protect the interests and properties related to service systems provided by us.
• Identify subjects of deliberate violations of information and Internet security laws.

9. Regulations on Vcoin transfer fees
- Minimum transaction value is 10 Vcoin, maximum is 100 Vcoin
- Transaction cost: 1Vcoin/transfer transaction, given to receiver
- One account can only transfer money maximum once, and receive money transfer maximum twice a day.

10. Complaints
10.1. When denouncing or complaining about another account, you should clarify its account ID, and its violation activities. To be best protected, please provide enough information about 3 details of your account (including ID card, questions and answers for data security, email address used when registering your account), and necessary contact address.
10.2. During the denouncement and complaint, you can request the receptionist to lock your account to protect your property, and keep the rest of Vcoin in your account.
10.3. In case the denouncement and complaint about Vcoin hacking are not true, your account will be locked in 2 weeks for punishment.
10.4. In the conflict that confrontation is forced, we are responsible to inform you the specific time at which you or your authorized person should be at: Complaints Solving Room, VTC Intecom Company, Floor 5, No.18 Tam Trinh, Hai Ba Trung Str, Hanoi.

11. Terms of implementation
This agreement binds us from the time it is published in website https://id.vtc.vn, and binds you Customers from your register of using services provided by https://id.vtc.vn. When there is any changes or amendments, our Customers and we must comply with these amendments proposed by us.
